Ukrainian Government Launches National Project To Prevent Municipal Waste From Reaching Critical Mass

December 5, 2011 (Powerhomebiz.com) Ukraine has developed a comprehensive national project to address the issue of municipal waste management. The project is currently being offered to investors, alongside four other projects of national importance, in a 16-stop tour of the world’s financial capitals organised by the State Agency for Investment and National Projects. The project provides direct access for investors to set-up and run waste processing complexes to recycle materials such as scrap metal, polymer pellets, waste paper, glass and compost and incinerate any remaining material to provide hot water for host cities and generate electricity for the national grid.


Ukraine has some 4,157 municipal landfill sites currently struggling to contain more than 30 billion tons of waste from domestic and industrial sources. This is equal to around 650 tons of stored waste for every man, woman and child in the country. The land required to house refuse now exceeds 7% of the total territory of the country, occupying more space than all Ukraine’s national parks combined.

“In no uncertain terms, the ‘Clean City’ strategic national project has the potential to pull Ukraine back from the brink of an ecological catastrophe,” commented Vladyslav Kaskiv, Head of the State Agency for Investment and National Projects, “By investing in our environment now we ensure economic benefits for today, and a cleaner Ukraine for tomorrow.”

In 2010 Ukraine’s 459 cities produced over 54 million tons of domestic waste, less than 5% of which was incinerated or recycled. The pilot phase of the ‘Clean City’ national project, which will see the construction of 10 complexes with an expected combined processing capacity of over 2.5 million tons per year, will double the amount of waste that Ukraine incinerates or recycles by 2014. The ultimate scope of the project would include the establishment of similar complexes in every city with a population of over 100 thousand.

ukraine The pilot stage will see complexes installed in 10 major Ukrainian cities by 2014. Locations include: Kyiv, Poltava, Sumy, Khmelnytsky, Ternopil, Chernivtsi, Dnipropetrovsk, Kirovograd, Kharkiv and Lugansk.

Each complex will have a processing capacity of between 120-300 thousand tons of solid domestic waste per year and will require direct investment of between 50-350 million USD, depending on capacity and required technologies, for their design and construction. Each complex is expected to output around 28% of its processed waste as recycled materials with the remainder being incinerated to generate electricity to be supplied to the national grid. Jeff Cooper, President of ISWA (International Solid Waste Association) recently estimated the potential commercial value of Ukraine’s solid waste market at over 1 billion euros per year.

The ‘Clean City’ project, like the other four national projects, has received urgent priority status for the Ukrainian government and as such receives a number of unique guarantees. The state is contractually committed to provide all feasibility studies, assist in the obtaining of necessary permits and licenses and guarantee the acquisition of land for construction. In addition the state will commit to assuring stability in the legislative and regulatory environment pertaining to the ‘Clean City’ complexes’ pricing policy and supply of refuse materials.
